The transformation of the energy industry, together with digital transformation, is leading to a renewal of the way we work and the way we deliver goods and services. This means that suppliers are becoming key partners in ensuring the sustainable development of all areas of the Company's activities.
"Samruk-Energy" JSC expects its suppliers not only to comply with legislation and permitting requirements, but also to follow the best practices of corporate governance, ethics, protection of human rights, labour protection, safety and environmental protection. These principles reflect the Company's strategy, its Code of Conduct and global programmes to meet regulatory obligations.
Procurement Principles
- Optimal and efficient use of money used for purchases
- Openness and transparency of the procurement process with respect for the rights and (or) legitimate interests of suppliers to trade secrets (until the results of the tender are summed up)
- Fair competition among potential suppliers, prevention of collusion between procurement participants
- Liability of procurement participants
- Prevention of corruption
- Providing support to Kazakhstani producers, producers of works and services to the extent that it does not contradict international treaties ratified by the Republic of Kazakhstan
- Purchase of innovative and high-tech goods, works, services
- Providing potential suppliers with equal opportunities to participate in the procurement procedure, except for the cases provided for by this Law
- Compliance with intellectual property rights contained in the purchased goods.
Regulation of the Company's procurement activities, including the management of procurement procedures, is carried out in accordance with the Law of the Republic of Kazakhstan "On Procurement of Quasi-Public Sector Entities"17, as well as the Procedure for Procurement of SamrukKazyna JSC and Legal Entities, more than 50% of the voting shares (participatory interests) of which are directly or indirectly owned by SamrukKazyna JSC on the basis of ownership or trust management18 (hereinafter referred to as the Procedure), in this case, the functions of organizing and supporting procurement are assigned to the authorised unit of the Company responsible for the development and improvement of procurement processes, ensuring their openness, effectiveness and compliance with the established requirements, and interaction with suppliers and potential procurement participants is carried out in accordance with the legislation of the Republic of Kazakhstan and the terms of concluded contracts
Procurement Process Management
The quality of purchased goods, works and services (GWS) is determined by the technical specification and terms of the contract. Contracts provide for mandatory reporting, including the share of internal content, the application of penalties and the provision of other necessary data.
In contracts for construction and installation works, including estimate, pre-design or design and estimate documentation, suppliers and subcontractors are required to provide confirmation of the origin of materials from manufacturers and organisations engaged in the creation of new production facilities. Information on the procurement procedures is publicly available on the procurement portal of Samruk-Kazyna JSC (zakup.sk.kz).
The portal allows participants to receive complete and timely information about planned purchases, which contributes to the formation of a competitive environment.
In case of violation of obligations under the contract, the supplier bears the stipulated liability, including fines, the amount of which does not exceed 10% of the contract value.
"Samruk-Energy" JSC applies a unified supplier assessment system in terms of sustainable development. The main tool is an ESG questionnaire covering environmental responsibility, respect for human rights, compliance with labour standards, prevention of child and forced labour, as well as compliance with international standards, including ILO conventions and UN Declarations on Human Rights.
Filling out the ESG questionnaire and meeting its criteria is a mandatory step when entering into contracts. In the event of significant changes in the supplier's activities, the Company has the right to request updated information.
The questionnaire is available on the Company's website, which allows suppliers to assess the requirements in advance and prepare the necessary materials.
Import substitution
In order to achieve the strategic goals to stimulate the development of the national economy, defined by the Head of State and the Government of the Republic of Kazakhstan, Samruk-Kazyna JSC is actively working on the formation of new competitive domestic production facilities
As part of this task, the Fund is implementing a programme to support the creation of new production facilities, aimed at reducing dependence on imported products, which the Fund's Groups of Companies purchase on a regular basis.
The programme provides for the conclusion of off-take contracts for the supply of goods. In 2025, 26 off-take contracts and 2 additional agreements to off-take contracts totalling 25.8 billion KZT were concluded for the Group of Companies of "Samruk-Energy" JSC.
The amount of off-take contracts in 2025 increased by 135% compared to 2024.
Category Procurement Management

The procurement category management process provides for the optimisation of procurement activities. The concept of category procurement management is based on reducing the total cost of ownership - reducing the costs of the GWS category throughout the entire life cycle of its ownership, and not only direct procurement costs, which allows you to choose the most modern and cost-effective solutions. The changes introduced into procurement activities have a positive effect on purchase prices and the quality of purchased GWS, as well as contribute to the development of domestic producers.
For example, as part of the implementation of the procurement category strategy for the procurement category "Special clothing" (hereinafter referred to as the Strategy), which is managed at the level of Samruk-Kazyna JSC, the Company updated and approved the Standard of Uniform Technical Requirements for Special Clothing, Personal Protective Equipment and Special Footwear for the Group of Companies (hereinafter referred to as the Standard) in a new edition.
The new version of the Standard provides for the systematisation and unification of requirements, including the requirements for special footwear for the first time, updating the requirements for personal protective equipment, as well as clarifying the requirements for fabrics and accessories of special clothing and the inclusion of illustrative materials, which excludes ambiguous interpretation of technical requirements.
In order to confirm the applicability of the established requirements, "Samruk-Energy" JSC conducted pilot tests of samples of special clothing with the participation of 7 domestic producers.
The Strategy also provides for the provision of customers with high-quality special clothing through procurement through an open tender among domestic manufacturers who have passed the preliminary qualification selection.
One of the initiatives of the Strategy is to support domestic producers and increase the share of domestic value, including through the implementation of a pilot project to support local 19 producers of raw materials (fabrics). As part of this initiative, the terms of the contracts provide for the mandatory use of domestic raw materials, including fabrics, accessories and insulation, which contributes to the development of local production and an increase in the level of localisation products.
As a result of the implementation of the Strategy, there is a positive trend in the growth of the share of domestic producers and the share of domestic value.
During the period of implementation of the procurement category strategy, the actual economic effect of 371 million KZT was achieved.
