"Samruk-Energy" JSC creates proper and safe working conditions for employees and contractors, strictly following the requirements of the legislation of the Republic of Kazakhstan and is guided by the recommendations of the international standard ISO 45001. Compliance with these approaches is confirmed during regular audits.

Priorities of "Samruk-Energy" JSC in the field of OHS include

  • Improving the effectiveness of business processes through continuous improvement of the corporate management system

  • Ensuring safe and comfortable working conditions, as well as reducing risks to the health of employees and all stakeholders by preventing and eliminating possible threats
  • Use of modern equipment, innovative solutions and protective equipment in order to maintain safety in the workplace
  • Consulting with employees and involving them in processes aimed at preserving health and ensuring occupational safety.

OHS management structure

The company's activities in the field of occupational health and safety are built at all levels of management.

Ensuring industrial safety is carried out both by the central office and subsidiaries and affiliates. In the central office, the service is represented by 8 specialists, of which 4 are in charge of labour protection, 1 - industrial safety, 1 - fire safety, 1 - transport security and 1 - responsible for health protection.

In subsidiaries and affiliates, these functions are performed by 90 specialists, including 50 in occupational safety, 28 in industrial safety and 12 in fire safety. The current occupational health and safety system covers 18,358 employees who have passed an internal audit. At the same time, the provision of security specialists in relation to the total number of personnel is 1200.

The coordinating role on safety issues is assigned to the HSE Director, who reports to the Chairman of the Management Board and oversees the implementation of measures aimed at developing the occupational health and safety system in the company and subsidiaries and affiliates. The Head of HSE is responsible for preventing violations, taking action on incidents, and monitoring and assessing risks. In subsidiaries, industrial safety services are directly subordinate to the top managers, while their qualifications are systematically reviewed in order to improve performance.

To create a safety culture and reduce the level of injuries, meetings are organised on a monthly basis with the participation of the Chairman of the Management Board, heads of specialised areas and subsidiaries. This work is aimed at increasing managerial attention to industrial safety issues, ensuring executive discipline and monitoring the implementation of decisions made.

In the reporting period, 10 corporate meetings on industrial safety were held with the participation of members of the Management Board, following which 78 protocol instructions were issued. In addition, 5 meetings of committees and 52 meetings of works councils were held with the participation of representatives of the employer and technical inspectors for labour protection. At the level of the Fund and portfolio companies, 3 meetings of the HSE Committee, 6 forums on industrial safety, 4 meetings of the Club of Heads of Industrial Safety Services "Cauipsiz Ondiris", as well as 1 Kazakhstan International Conference and Exhibition on Occupational Health and Safety were held.

The Occupational Health and Safety Committees systematically review the current state of safety, assess the effectiveness of the measures taken and monitor the implementation of the envisaged measures. The implementation of these measures allows the company to maintain a high level of control, as well as ensures the further development of the occupational health and safety management system.

Risk assessment and performance in the field of occupational health and safety

One of the key principles of the occupational health and safety management system and corporate risk management is the application of the Risk Assessment Standard and the introduction of the Consolidated Risk Register. The standard regulates the procedure for identifying and assessing risks that affect the life and health of employees.

Reporting of incidents is carried out by employees through official channels or through the manager. Each incident is investigated, as a result of which the necessary measures are taken.

"Samruk-Energy" JSC systematically develops a safety culture and increases the competence of employees in risk management. In case of violations of labour protection and safety requirements, employees have the right to suspend work. At the same time, within the framework of specially developed incentive programmes, personal initiatives of employees aimed at improving safety are supported. In the reporting period, 896 employees received incentives for active participation in the programme.

Control over compliance with industrial safety requirements and timely detection of violations is ensured through systematic control and preventive work at production facilities. In the reporting period, 16 inspections were carried out at subsidiaries and affiliates, 2 inspections of the Fund and 1,800 inspections by technical inspectors. In addition, the occupational health and safety services of subsidiaries and affiliates performed about 50 thousand rounds of workplaces, during which violations were identified. More than 90% of the identified violations were eliminated, for the remaining measures are being implemented on time. Based on the results of 36 inspections of state bodies, about 1 thousand violations were identified, in respect of which corrective measures were developed.

Accident Investigation

In order to improve safety in the workplace, the company investigates all incidents, accidents and accidents in accordance with the established procedure.

In the event of accidents accompanied by loss of ability to work, state bodies are promptly informed. In the event of serious incidents with serious consequences, including deaths, a special investigation is organised with the participation of the State Labour Inspector.

For a detailed analysis of the causes of incidents, the "Tree of Causes" and "5 Whys" methods are used, which allows you to identify the root causes and develop more effective methods to eliminate them. The results of investigations are reviewed at quarterly meetings with managers, after which they are communicated to all subsidiaries and affiliates in the form of information reports.

The company has strict standards and procedures for incident investigation, including risk assessment, hazard identification and the development of corrective measures. In addition, the Risk Register takes into account emergencies and accidents with a high potential for serious consequences. The combination of these measures is aimed at creating safe working conditions, eliminating hazards and actively working to prevent possible incidents.

In the reporting period, the Company continued its activities aimed at improving the level of occupational safety and updating the strategy taking into account the new conditions.

In connection with the announcement of 2025 as the Year of Occupational Safety and Health in "Samruk-Energy" JSC, this area was identified as one of the priorities at the level of the Company. For the systematic implementation of the tasks, a Plan was developed to achieve zero injuries, providing for the following initiatives

  1. Developing a safety culture and improving the professional competencies of personnel The Company continued its systematic work to strengthen the industrial safety culture, including training and professional development of managers and employees based on international practices, visualisation of briefings using presentation materials and video content, as well as regular testing of employees' knowledge. Particular attention was paid to the introduction of VR/AR technologies and strengthening personal involvement management in occupational health and safety. NEBOSH /IOSH training programs were implemented and best practices were exchanged with ERG organisations.
  2. Improving risk management and incident prevention As part of the initiatives, a proactive prevention system was developed, including behavioural audits, accounting and investigation of hazardous situations (Near Miss), the right to stop work if a threat is identified, as well as the introduction of mechanisms for collective responsibility for non-compliance with industrial safety requirements.
  3. Improving the safety of equipment and infrastructure operation The Company continued to work on the technical re-equipment of worn-out equipment, updating the work permit system, conducting regular HSE inspections, as well as strengthening control over contractors and transport safety.
  4. Strengthening preparedness for accidents and emergencies Regular emergency and fire drills were conducted, contractor readiness assessment procedures were introduced, and the efficiency of emergency services was strengthened through system inspections and supervision by senior personnel.
  5. Development of outreach and communications in the field of industrial safety Activities aimed at raising awareness and involvement of employees, corporate industrial safety campaigns, familiarisation of personnel with the circumstances of accidents, and issuance of management appeals were implemented.

At the end of the reporting period, the implementation of the action plan to achieve zero injuries in the context of subsidiaries and affiliates is characterised by a high level of involvement and consistent implementation of the planned measures. A number of organisations ensured one hundred percent implementation of the plan, including FWPS, SHPP, SGE, UstHPP and ShulHPP, which confirms the priority of preserving the life and health of employees, a systematic approach to prevention and a responsible attitude to the formation of a safe working environment. High results were also achieved in AZhK, GRES2 and ShHPP (98%), ETPP (95%), AlES (93%) and GRES1 (85%). The achieved indicators indicate the systematic work of the Group's companies to reduce risks, strengthen the safety culture and achieve zero injuries.

A separate achievement was the holding of competitions in the field of industrial safety among employees of subsidiaries and affiliates of "Samruk-Energy" JSC. Participants were evaluated according to key OHS indicators, including occupational health, industrial and fire safety, safety when working with contractors, preventive health of employees and safety culture. 8 subsidiaries and affiliates and 25 candidates took part in the competitions.

The results of the competitions among employees of subsidiaries and affiliates were won by D.Y. Martynenko (EKIBASTUZ GRES-2 JSC), E.U. Uzakov (AlES JSC) and V.V. Shestakov (Shulbinsk HPP JSC), among working professions - N.K. Abrakhmanov (EGRES-1 JSC), A.K. Abdikarimov (AlES JSC) and G.Sh. Sabdenov (Shardarinsk HPP JSC).

In order to maintain and further improve the level of safety at production facilities, "Samruk-Energy" JSC regularly invests significant resources in the implementation of measures in the field of OHS. In 2025, the terms of remuneration for specialised specialists were updated, and funding for occupational health and safety measures was doubled.

In the cost structure, a significant share is occupied by the costs of laboratory tests, the provision of overalls and personal and collective protective equipment, the provision of milk and other food products, medical examinations, as well as the implementation of measures to reduce the risks of industrial injuries, including the introduction and modernisation of technical devices. The implementation of these measures contributed to strengthening the safety culture, improving production discipline, increasing personnel engagement and systematically reducing the risk of injuries.

Occupational injuries

We take all necessary measures to ensure safety and minimise work-related injuries. Thanks to the "Safe Production" system, available via mobile applications or PCs, employees are informed in a timely manner about possible dangers and incidents. In 2025, we achieved a number of significant results in improving workplace safety and continued to actively work to improve working conditions for employees.

Unfortunately, despite the measures taken, in the reporting period, tragic accidents occurred at the company's facilities, as a result of which 3 full-time employees died. As a result of the investigation, the main reasons were established: personal and gross negligence of the victim, unsatisfactory organisation of work, violation of safety regulations when working at height and during the operation of electrical installations.

On 20.07.2025, at the No. 16I substation of AZhK JSC, during the performance of work, electrician E.E. Kenzhekanov was energised and subsequently died from his injuries. While providing assistance to the victim, the electrician N.K. Tabyldy was injured, who, after medical observation, returned to work without issuing a certificate of disability. In accordance with the Labor Code of the Republic of Kazakhstan, this case, based on the results of the investigation, was recognised as not related to labour activity.

The classification of accidents is carried out in accordance with Article 186 of the Labor Code of the Republic of Kazakhstan. A case is recognised as production-related if it occurred during working hours, in the performance of work duties, on a business trip, or on the way to/from work on the employer's transport, as well as when performing actions in the interests of the employer. Cases not related to production include cases caused by personal actions of an employee outside of official duties, state of alcoholic or other intoxication, intentional infliction of harm, criminal offenses or sudden deterioration of health not related to production factors.

In all these cases, work was carried out, among the main measures taken was to familiarise all personnel of the enterprise with the causes and circumstances of the accident, as well as to conduct unscheduled briefings on compliance with safety regulations. These events have led to in-depth analysis and concrete solutions to address the root causes. In response, improved procedures were introduced in the field of OHS management and the development of a safety culture. These changes are expected to help prevent similar incidents in the future and make our production processes even safer.

In addition, as part of a commitment to continuously improve safety standards, in-depth investigations have been carried out on every event. The study of the circumstances of the incidents allowed us to form clear conclusions and recommendations aimed at preventing similar situations in the future.

During the investigations, 35 corrective measures were developed to prevent the recurrence of similar incidents. These measures include improving the reliability of equipment, improving the qualifications of personnel and optimizing the organisation of the work process.

The approach we take provides us with the ability to respond quickly to incidents, implement corrective measures, and develop strategic improvements based on the results of investigations. This comprehensive approach to risk and security management strengthens the company's ability to maintain a high level of protection at all levels of the organisation.

Measures to prevent occupational injuries

  • Informing all employees about the circumstances and causes of accidents to raise awareness and prevent recurrences
  • Conducting unscheduled briefings for all production personnel in order to update safety knowledge
  • Regular unscheduled tests of employees' knowledge of PTE, PTB, as well as occupational health and safety instructions, primarily in the units where the accident occurred
  • Monthly "Safety Days", organised with the participation of the first managers of enterprises, with the development of measures to eliminate the identified violations
  • Comprehensive inspections of equipment, buildings, structures and workplaces by safety and labour protection services, with the definition of specific action plans, deadlines and responsible persons
  • Training of all production personnel in accordance with established standards, including briefings and knowledge tests on industrial safety and labour protection
  • Conducting seminars and meetings with engineering and technical personnel before the start of repair campaigns, including practical training on the correct admission of crews to work and the issuance of the necessary work orders
  • Certification of workplaces for working conditions, at least once every five years, with mandatory adjustment of work processes and conditions
  • Replacement of obsolete equipment that has exhausted its resource and poses a danger to employees
  • Active involvement of senior management through leadership behavioural safety audits, to build a safety culture at all levels
  • Continuous updating of the workplace risk map/register with additional training and education on hazard identification and risk assessment.

Health protection

At the enterprises of "Samruk-Energy" JSC, the main factors that can contribute to the development of occupational diseases are dust, noise and vibration exposure. The parameters of these factors are subject to regular measurement and systematic control at workplaces.

In 2025, the Company recorded no cases of work-related illnesses.

In the reporting period, laboratory tests and certification of workplaces were carried out to identify potentially harmful and hazardous working conditions. In addition, constant production control was carried out at workplaces.

The number of full-time medical personnel in the Company's subsidiaries and affiliates is 48 people. In addition, medical workers are also involved on a contractual basis. Based on tender procedures, subsidiaries and affiliates and the Corporate Centre annually conclude contracts to insure employees against accidents arising in the course of their employment.

Expenses for the organisation of measures to protect the health of personnel and prevent diseases, in accordance with the requirements of the law, are approved annually in the Company's development plan.

Regular medical examinations are a key element in monitoring the health of employees.

In 2025, 16,239 employees underwent a mandatory periodic medical examination. Based on the results of these examinations, employees with chronic diseases are provided with timely treatment and rehabilitation. Employees who have restrictions on working conditions are provided with appropriate recommendations and the necessary restrictions are established.

Employees engaged in work with harmful working conditions are provided with enhanced nutrition in the form of milk or its analogues, as well as sanatorium treatment as part of the corporate health improvement programme. Based on the results of medical examinations, an individual plan of health measures is formed

  • dispensary observation of employees with chronic diseases for timely treatment and rehabilitation
  • sanatorium-and-spa treatment of employees with chronic diseases on the recommendation of a medical commission
  • additional examination of employees who do not have professional suitability, with subsequent restrictions on working conditions.

In addition, all employees engaged in high-risk work undergo pre-shift and post-shift medical examinations. Measures are being implemented on an ongoing basis to preserve the health of employees and prevent the negative impact of production activities on their health.

To further improve health standards, a set of initiatives is planned in 2026 to reduce the number of deaths due to sudden deterioration in health and not related to work

  • Conducting a master class for occupational health and hygiene specialists with the exchange of best practices between PCs
  • Ensuring 100% of periodic medical examinations for employees of all levels
  • Organisation of the annual "Week of Wellbeing", including activities on stress management, nutrition, mental and physical health
  • Strengthening control over medical screening for the early diagnosis of cardiovascular risk factors
  • Introduction of an algorithm for recording and investigating microtraumas, with fixation of the use of the contents of medical kits by registering and investigating these cases.

Ensuring fire safety

All enterprises included in "Samruk-Energy" JSC Group of Companies are equipped with basic fire extinguishing equipment, including portable and mobile fire extinguishers, as well as equipment for fire-fighting water supply, including fire hydrants. In addition, the enterprises have boxes with powder composition (sand) and fire-resistant materials, such as felt, felt and others.

In 2025, no cases of significant fire were recorded at the enterprises of "Samruk-Energy" JSC.

Control over the availability and good condition of fire extinguishing equipment at all enterprises of the Company is carried out within the framework of scheduled and unscheduled inspections conducted by representatives of "Samruk-Energy" JSC, state control bodies and labour protection specialists.

We actively invest in the training of our employees by organizing trainings and exercises on the prevention of fires and fires. In 2025, internal formations conducted 274 exercises in this direction. In addition, 8 exercises were organised jointly with the state fire services.

Interaction with suppliers and contractors

We attach particular importance to the involvement of contractors in occupational health and safety processes, as well as their integration into the OHS management system, which is necessary to ensure a high level of safety at all stages of production activities.

The key document in this area is the Regulation on the Organisation of Work of Contractors on the Territory of the Enterprise, which defines the basic requirements for contractors in terms of occupational health and safety management systems.

In pursuance of the provisions of this document, occupational health and safety audits are carried out for both potential and existing contractors. Such work is aimed at identifying the causes of incidents and accidents, as well as assessing the organisation of workplaces.

The occupational health and safety management system applies to 100% of the personnel of contractors working at the enterprises of "Samruk-Energy" JSC. In relation to suppliers and contractors, the Company establishes specific requirements and conditions that provide for compliance with industrial safety standards and respect for the rights of employees, which allows maintaining a high level of safety at all facilities.

For all contractors, there is a system of penalties for violation of industrial safety and labour protection rules. The list of such fines, including the termination of cooperation, is set out in detail in contracts with contractors.

In the reporting period, 1089 internal audits of contractors' activities were carried out for compliance with industrial safety and labour protection requirements. As a result of the audits, 3,015 violations were identified, which confirms the importance of constant monitoring and auditing to maintain a high level of safety at all stages of work.

Training and improving the competencies of personnel

Improving the competencies of personnel in the field of occupational health and safety is one of the priority areas of our work. Occupational health and safety training is available to all employees, regardless of their position. Educational programmes are formed taking into account the requirements of the law and are adapted to specific specialties, providing for both group and individual training formats.

A mandatory criterion for maintaining high safety standards at all levels of activity is the completion of occupational health and safety training by all production personnel.

All employees are required to undergo training under the HSE (Occupational Health and Safety) programme as part of their profession and related specialties. At the end of the training, the company's training centres issue certificates to employees.

Special attention is paid to raising the awareness of personnel about occupational health and safety issues. For this purpose, specialised briefings, information stands, works councils, safety memos and orders are used. Information about hazardous factors and potential situations is transmitted through the Safe Production automated system, which allows employees to be promptly informed and forms a safety culture in the workplace.

Plans for 2026 and the medium term

In 2026, we will continue to implement measures aimed at improving the efficiency of activities in the field of occupational health and safety, with an emphasis on the consistent improvement of the corporate management system and its processes. Priority areas include

  • Implementation of the Action Plan to Achieve Zero Injuries in the Group of Companies
  • Launch of the AI chatbot of the industrial safety assistant in order to simplify access to the regulatory legal acts of the Republic of Kazakhstan
  • Launch of electronic HSE passports for each employee with subsequent integration into the corporate digital system
  • Implementation of a digital marking system for hazardous technical devices with the assignment of a QR code for quick access to information
  • Continuation of training of production personnel on the course "Culture of Safe Work" and international standards in the field of occupational health and safety
  • Involvement of top managers in health and safety issues through leadership behavioural safety audits
  • Development and implementation of digital solutions in safety management processes, including the digitalisation of HS processes
  • Continuous video recording of the entire period of work, as well as the continuation of the project with artificial intelligence "Video Analytics" to increase control and prevent risks
  • Development of a system of conditional zoning of industrial areas according to the level of risks
  • Implementation of the "Crisis Management System" procedure to ensure a timely response to crisis events
  • Increasing the number of helmets with cameras and video tokens to increase the level of security, ESMO devices
  • Conducting psychological trainings for employees of subsidiaries and affiliates with the participation of qualified specialists
  • Holding meetings/seminars/Forums with heads of structural divisions and contractors to discuss topical issues of safety and health.
